Assembly of Speakers
The Assembly of Speakers serves as the legislative body of the Mbe'ke, a culture of dwarves who live in the Terwa Uplands. The Assembly of Speakers is composed of elected members each selected by their own Fellowship, small guilds of dwarves that share a similar vocation or outlook and form the foundation of the Mbe'ke social structure.
The Assembly of Speakers decides matters of ritual and law by votes, using a process weighted by the number of militia members a Fellowship can raise during times of war. Still, all Fellowships are allowed a chance to have their say no matter how insignificant their voting power might be. The Assembly of Speakers is also responsible for electing judges and choosing Mbe'ke kings, which represent their communities on the Assembly of Kings.1
