Oda

Oda is the capital city of Kokuso Province in southwestern Minkai.¹

People

Oda is the Minkaian city with the most immigrants from other countries in Tian Xia. Most are farmhands recruited by rich landowners and merchants, artisans, or restaurateurs who seek to support their communities back home. Organised crime is influential in Oda, with bandits preying upon people headed to the city, yakuza running secret rackets, and pirates watching for lightly defended merchant ships sailing too close to Aogaito Island.²³
