The adventure is designed as a direct continuation of the story in the Pathfinder Beginner Box with PCs starting Troubles in Otari at second level and taking them through to fifth level by the conclusion of the book. The adventure can be easily modified, however, to accommodate PCs starting at first level and rules for this are included.
