Pahalu is a lawless pirate city on a island off the coast of Minata archipelago and has a natural harbor.

Pahalu is one of the few ports where ships sometimes sail from to reach Spinescar Island. The location is also where the rival kaiju, Agyra and Mogaru, often meet resulting in the repeated razing of the city. As the island is secluded and has natural harbors, pirates have stayed and rebuilt despite lacking the ability or drive to fully repair the port. Thus, a sunken clog of tangled ships is left in the bay. This has given the whole city the nickname "Watergraves of Pahalu" as all parts of the city has been touched by its history of destruction.

Due to its history, kaiju experts and kaiju hunters are often found in the city.
