The Halana Theocracy is a nation of paranoia, toil, and misery ruled by an oppressive theocratic government located in western Arcadia.1

Geography

Halana is a land of rolling, fertile hills located on the rugged western coast of Arcadia. It borders Tazuni to the southeast and the Crownpeaks to the east.12

Government

In 4473 AR, followers of Pazuzu established the Halana Theocracy.3 The theocratic government tries to control all aspects of life within Halana, though their erratic decrees often contradict each other. The faith itself worships a convoluted, ever-shifting pantheon of evil sky gods centred around Pazuzu; uttering the name of any of them is heretical, since the church claims that doing so invites corruption. The three Windborne Theocrats who lead the country can control the weather, but prefer to demonstrate their wrath through storms instead of trying to help the people.1

The Halana Theocracy's enforcers are the Mivanians, an elite cadre of soldiers. All Mivanians are armed with beast guns, while non-Mivanians are banned from owning any firearms, on pain of death.1

People

Humans make up the majority of Halana's population, and the nation is also home to a significant tengu minority.1 An extensive, well-armed rebellion seeks to overthrow the theocracy and has hidden caches of guns across the country.4
