Brokewall

The district of Brokewall lies just beyond the city walls of Ular Kel and is unofficially known as "Horsetown" since many of the traders from across the Grass Sea prefer to remain outside the city walls. Centuries ago, the Water Lords entered into a dispute with the local horse tribes which led to a siege that destroyed the city wall in the area of modern-day Brokewall. A slum grew up amongst the rubble and, when the city wall was finally rebuilt, it was erected to the south of Brokewall, keeping the shanty town outside the city proper. Brokewall has turned this situation to its advantage as it is not officially a part of the city; it has become a haven for thieves, smugglers, and the less-than-reputable merchants who are willing to do business with them.1
