The Burrows

The Burrows are a remnant of the earliest days of the city of Ular Kel when ambitious citizens tried to undercut the monopoly on life-giving water controlled by the Water Lords. It was discovered that whatever source the Water Houses drew from was far deeper than normal shovels and picks could reach. Attempts to horizontally tunnel into these mysterious water sources also failed; even those that were not actively sabotaged by the Water Lords' lackeys always ended in catastrophe. Now these abandoned tunnels are known as "The Burrows" and link basements and sub-basements across the city forming a darkened labyrinth home to thieves, smugglers, and things far worse.
