Watersend

Watersend is the poorest 'official' district of the Karazh capital Ular Kel. Amongst the arid steppe of the Grass Sea water is life and Watersend is the only district beyond the reach of the city's aqueducts and the vast Water Houses that nourish the rest of the city. The residents of this impoverished district instead have to trek to public basins north of the district to collect their daily water supplies. The Water Lords could easily afford to extend the aqueducts out further but according to rumour they have not done so as a way to help keep Ular Kel's underclass down.
