Shelsikarsis

Shelsikarsis is an ancient white dragon¹ who dwells near Citadel Cardekriel on the Elemental Plane of Air. Shelsikarsis leads an army of white dragons that almost constantly besiege Citadel Cardekriel, where they seek the Shastiled, a set of powerful artifacts that Shelsikarsis believes will grant them great power over all other dragons. Shelsikarsis constantly invents new schemes and plots to try to get one of her agents into the well-defended citadel but has yet to outwit Pratinaxis, the silver dragon who commands Citadel Cardekriel.²
