The Skull Eater tribe of the eastern Hold of Belkzen lives on the eastern slopes of Whisperfall Pass, close to the border with the Ustalavic county of Canterwall. From there they control and heavily tax any orcs wishing to raid into human lands, a practice that brings them into direct conflict with the Blood Trail tribe, who control the western approaches to the pass.
