Dr. Low is a mysterious figure associated with the seedy underbelly of Caliphas who owns and operates the strange restaurant The Seventh Eye. Dr. Low is of Tian heritage and is unfailingly polite and well-mannered. Some who have meet him describe him as an mystical genius, while others call him a criminal mastermind, and a sadist. For years, the Department of Constables and Investigators has found tenuous links between Dr. Low and a vast array of crimes from smuggling to kidnapping and slavery all the way up to murder. Unfortunately, Dr. Low has always remained tantalisingly just beyond the grasp of the law.
