Admiral Dziban Menkent is the proprietor and owner of Okeno's most notorious flophouse, The Fleet, one of the worst flea-ridden, hellhole dives in all of Golarion. The Fleet is a mixture of flophouse, tavern, bathhouse and slum all rolled into one. Dziban controls The Fleet's depths via a small army of servants, guards and slaves. Dziban is somewhat of an enigma, an undine who can be a sparkling conversationalist and delightful company, she also has a fierce temper and is known to be deadly with the whip that she always keeps at her side, making any interaction with her dangerously unpredictable.
