Akall ni Hatrass serves under the harbormaster of Okeno, Captain Permelia "Peg-Leg" Cockle, and is feared for her ability to sniff out hidden smuggler's holds and concealed compartments. Akall and Permelia are not alone in their task of taxing the ships that visit the New Dock, as Akall ni Hatrass leads a group of fellow wererats known as the Moles who scour incoming ships searching for any taxable items and the money due to Governor Morio Midasi.1
