Permelia Cockle
Captain Permelia "Peg-Leg" Cockle serves as the harbormaster of the slaver city of Okeno in Katapesh. Permelia can most often be found haunting the crumbling piers of Okeno's New Dock where she is in charge of collecting the taxes of every ship that docks there. She is helped in this task by her lieutenant Akall ni Hatrass and her group of fellow wererats known as The Moles, who are notorious for their ability to sniff out every hidey-hole and smugglers compartment that riddle the sordid vessels that dock in Okeno.1
Permelia "Peg-Leg" Cockle is renowned for being as openly corrupt as she is ruthlessly effective, skimming off the taxes she collects with very little finesse. Surprisingly she is an avid supporter of Governor Morio Midasi from whom she steals so regularly, in turn Morio turns a blind eye to Permelia's larceny for just as long as she remains useful to him.1
