Justice Hanbal is the high priest of Slaver's Vault, the largest temple in Okeno and the second largest temple of Abadar in all Katapesh. Justice Hanbal himself is a harsh a humorless man, but one who is unwavering in his devotion to his god and his duties as a justice. Okeno itself is known as a vicious slaver port, rife with corruption and criminality, yet Hanbal removes fiercely devoted to the law and is possibly the only person in Okeno who can't be bribed or brought.1
