Fleet

The Fleet is one of the most miserable, flea-ridden pits in all Golarion and serves the poorest, most wretched sailors that make port in the slaver city of Okeno. The Fleet serves as a grim mix of flophouse, bathhouse, tavern, and slum. Made from dozens of old ships, the Fleet is part of the Ships' Graveyard, although parts of it still float atop the waters of the Yellow Harbor. The Stern is a slightly more luxurious and refined part of the Fleet, but its prices much too high for common sailors. The Fleet is controlled by the undine Admiral Dziban Menkent, who also commands a small legion of slaves, servants, and guards. Dziban has a notoriously short temper and is adept with the whip that never leaves her side, but can also be delightful, making her a dangerous enigma for those who deal with her.1
