Rakh Lo
Rakh Lo is a hidden city of hobgoblins that lurks in the underground Darklands of Tian Xia. This Darklands city is rumoured to rule over an entire hobgoblin nation, similar to Kaoling on the surface, that sits just beneath the earth. It is said that this nation has routes to the land above that connect it not just to Kaoling but also to the Shaguang Desert.1
