Rakh Lo
Rakh Lo1 is a city of hobgoblins hidden in the Darklands of Tian Xia. This Darklands city is rumoured to rule over an underground hobgoblin nation similar to Kaoling on the surface.2
Society
The people of Rakh Lo have flourished in the harsh depths of the Darklands through the rigidity of their societal structure. Every hobgoblin is assigned a role that in some way supports Rakh Lo. Each hobgoblin is assigned a position from a huge range of roles, such as food gatherer, miner, alchemist, or soldier, that they are expected to dedicate their lives to. Rigid as this is, every hobgoblin of Rakh Lo also knows that they can rely on the support of other citizens, and sharing knowledge is innate to their way of life. While the hobgoblins of Rakh Lo are happy to learn from and trade with outsiders, their regimented life within the harsh Darklands has made them capable of unbelievable brutality toward outsiders if it enhances their odds of survival.3
Inhabitants
Rakh Lo is a hobgoblin kingdom, and its population in almost entirely composed of hobgoblins. Rakh Lo's alchemists have created many unique alchemical concoctions to improve life in the harsh Darklands, including substances that help them sustain their crops. The defenders of Rakh Lo often ride into battle on the backs of giant bats and centipedes.3
Foreign relations
Rakh Lo recently established contact with the distant and newly formed hobgoblin realm of Oprak in Avistan. This occurred after Oprakan delvers, using the powerful artifact known as the Onyx Key, stumbled upon it while trying to reach Kaoling.3 It is said that this nation has routes to the land above that connect it not just to Kaoling but also to the Shanguang Desert.2
